SARAH BASEHART
Executive Director

Sarah has worked for nonprofit organizations for over 25 years, engaging in advocacy, and serving people with disabilities and other marginalized communities. She gained her grassroots advocacy experience with The Arc of Maryland, supporting both families and people with disabilities to speak up and create needed change.  Most recently she was the Executive Director of Independence Now, a resource and advocacy center that promotes independent living and equal access for people of all ages with all types of disabilities living in Montgomery and Prince George’s Counties. Leading Independence Now gave Sarah the opportunity to launch new programs, work on housing advocacy at the state and local level as well as continue valuable work in moving people from Nursing Facilities back to the community.  Sarah holds a Master’s Degree in Public Policy from the University of Maryland Baltimore County.

Sarah spends her free time raising two bold, smart, and social justice-driven teenagers as well as one extremely naughty chocolate lab. She is also very involved with the Unitarian Universalist Congregation of Columbia.

ANDREA KEMPNER-WINK
Managing Director

Andrea was promoted to the position of Managing Director after serving as Director of Development and Volunteer Services since 2013. She has a long work history of communications, marketing and management in for-profit,  non-profit and government organizations, including years in the restaurant industry and advertising specialties. Her previous work with volunteers has included serving as a board member of Corporate Volunteer Center of Montgomery County and senior fellow at the Montgomery County Volunteer Center as well as spending 10 years as a weekly volunteer helping developmentally different teens and adults build their communication skills.

​

As Managing Director, Andrea is tasked with overseeing the Rockville Emergency Assistance, Housing, Language Outreach, and Senior Reach Programs as well as the Development Department. She serves as the link between these organizational areas and the Executive Director. She works with program leads to help them visualize and then put into effect changes to services to best serve our clients' needs. She is also responsible for assuring we meet and exceed our commitments to grantors and donors. In addition, Andrea works directly with the staff to encourage continued learning and growth in areas that benefit both Reach and our employees.

A lifelong resident of the county, Andrea grew up in greater Rockville, received her AA in Criminal Justice, Corrections at Montgomery College, and her BS in Management Studies from University of Maryland University College.  She raised her family in Silver Spring.

Enrique Viscarra-1.jpg

ENRIQUE VISCARRA
Senior Accountant

Enrique came to CMR (now Community Reach of Montgomery County) as a volunteer in 2015.  He worked 30 hours a week in the accounting department, traveling each day from Arlington, for the experience and the love of the mission. Due to his dedication and the benefit of the work he was doing, the organization asked him to continue as a paid staff member. In this position, he assists the director of finance with HR duties as well as accounting functions including ledger entries, proofing payables and making bill payments, setting up and running all finance pieces of our fundraising events, and much more. Enrique jumps in to assist in many other areas of the organization, staying late into the night to wrap presents for our Client Holiday Party, and then coming back the next day to make sure the clients have a great time at the event.  

​

Enrique’s experience includes many years in the banking industry, from the position of teller through assistant branch manager. He is originally from Bolivia and fluent in Spanish. While working for Reach, Enrique earned his B.S. in Business and Accounting from George Mason University School of Business. 

​

When not at work, he is often hiking and camping with friends in the mountains of Virginia or Maryland. Enrique was also part of an invitational Bolivian dance troupe for many years. He became quite adept at wearing heavy costumes in the summer heat while performing intricate and physically taxing steps over and over again for hours along a parade route.

COURTNEY PROCTOR
Director of Development & Volunteer Services

Courtney joined Reach in 2023 as Director of Development and Volunteer Services. Fueled by a passion to serve others, she has lived in the D.C. area for 20 years and has spent almost a decade serving the local community in various leadership capacities. She is the immediate past chair of the City of Rockville’s Human Rights Commission (HRC). During her five-year tenure, she led the HRC in creating the City’s first Rockville Pride festival and revamping and creating programs that expanded services to city residents. Courtney currently serves on the National Multiple Sclerosis Society’s MD Government Relations Advisory Committee and on their Diversity, Equity & Inclusion (DEI) Advisory Committee. She is also a proud member of Delta Sigma Theta Sorority, Inc.

Courtney holds a bachelor’s degree from Xavier University of Louisiana and a law degree from The George Washington University Law School. Committed to lifelong learning as well as her personal and professional growth, Courtney plans to expand her knowledge base by participating in Cornell University’s DEI executive certificate program in 2024.

ODETH BERLIN
Director, Rockville Emergency Assistance Program (REAP)

Odeth Berlin joined CMR (now Community Reach of Montgomery County) in 2006 in the position of receptionist. She was the first staff member to speak with a person in crisis and her duties included determining how a potential client could best be served. This is where her training for her current position really began. On the way, she served in other areas of the organization. Odeth served as Assistant Director of Development and Volunteer Services, helping with the planning and organization of fundraisers and events as well as recruiting volunteers for all Reach service areas. Odeth also oversaw the Holiday Giving Program and served as a speaker in the United Way and CFC work force campaigns. She studied at Montgomery College and Strayer University to increase her skills.

​

In 2013, Odeth was promoted to Program Director of REAP. In this position, she helps keep Rockville families in their homes by providing financial assistance to prevent eviction, or utility turn-off, or to pay for life-saving prescriptions. She trains and manages a staff of volunteers who serve as intake coordinators and refer Montgomery County residents to health and human services available through non-profit organizations or the government.

When not at Reach, Odeth manages the many family activities of her children and husband, and is involved with the local Jamaican community and her church. She is often called upon to cook for large groups as she is well-known for her jerk chicken and other island specialties. Odeth even shares this talent with Reach supporters as she offers a Jamaican meal as an auction item at our annual Gala.

CECILIA ROJAS
Director, Language Outreach Program (LOP)

Cecilia joined CMR (now Community Reach of Montgomery County) in 1993 as an LOP Teacher and coordinator of the children’s program. A former high school teacher, Cecilia has been responsible for Reach’s Language Outreach Program since 2001. In this position, Cecilia and her staff instruct over 450 adults annually in English as a Second Language while also providing homework tutoring, pre-school readiness, and childcare for the participants’ children while their parents are in class.

​

Prior to being named Director, she held several positions within LOP including instructor, coordinator of the children’s program, and co-director.  Cecilia served as a director on the board of Montgomery Coalition for Adult English Literacy (MCAEL) for over 8 years.  She holds a BA in Education from the Universidad Particular Inca Garcilazo de la Vega, Lima, Peru, and is fluent in both English and Spanish.

Will Mohan-1.jpg

WILL MOHAN
Director, Senior Reach Program

Will began work with CMR (now Community Reach of Montgomery County) in 2018 as the Program Manager for Elderly Ministries (now Senior Reach). In this position, he provides case management for our senior clients, meeting them in their homes to assess ongoing needs. Will also handles administrative duties such as grant reporting, connecting with our partner organizations, and contracting services for safe and secure projects of the program.  

​

A native of Rockville, Will attended Green Acres School and Georgetown Prep.  He studied Psychology at Washington University in Missouri and Naropa University in Colorado. 

 Will has spent years in the nonprofit world, in the areas of fundraising and social media. He found his interest in helping seniors just before joining Reach, when he served as the full-time caretaker for an elderly woman in Baltimore. Will managed her home and other essentials like meals and mobility. He enjoys spending time with our seniors and ensuring that they receive the best quality care and assistance.

Will lives in Rockville.  He enjoys reading, meditating, organic food, and outdoor adventures.

JESSICA FAGNANI
Office Manager

Jessica has been a supporter of Reach for over 10 years, working as a child tutor in the Language Outreach Program and as a volunteer at special events. Her previous work experience includes managing and training staff in data entry and retail, as well as providing customer service across a number of industries. Jessica’s ability to get to the heart of an issue and determine the logical steps needed to reach the goal are perfect for handling the diverse tasks of this position that supports all staff members. In addition, as a life-long resident of Montgomery County, she brings a wealth of knowledge about the needs and resources in our community.

Jessica enjoys raising her three children, spending time with her extended family, going to the beach, and exploring the countryside.

MAEVE WIEGAND
Development Coordinator

Maeve joined Reach in early 2023. She started contributing as a volunteer, working to create a procedures manual for the Development department. When a position on the staff opened up, she jumped at the chance to take on a more active role. Her first job was as an English language teacher in St. Petersburg, Russia, and from there she moved on to working as a translator and editor. After moving back to the DC area, she became interested in technical communication and project management. She currently lives in Silver Spring, but grew up in Washington, DC. In her spare time she enjoys crocheting, collecting yarn for crocheting, playing board games, and hiking.
